Meo was born in 1849 in Naples Italy and by 1868 he was residing in London where he lived until his death in 1925. He was a landscape painter who exhibited oil paintings at the Royal Academy. Later, Meo turned his attention to mosaic work and assisted Sir William Richmond in designing and executing the mosaics in the dome of St. Paul's Cathedral in London. Between 1913 and 1915, he directed and worked on the mosaics in St. Andrew's Chapel in Westminster Cathedral.
